Baseline Bias

Definition:
Baseline bias is the assumption that the dominant group’s experience represents the neutral standard.

Usage Context:
Seen in policy design, workplace norms, medical research, and system defaults.

Critical Note:
When baselines are biased, deviation is treated as deficiency. Accommodation is framed as exception rather than correction.
